Cathy is the Director of Kowhai Health Associates Limited, a health consultancy company offering a comprehensive range of services to both public sector and private sector healthcare providers.

Cathy has a background in professional and corporate leadership, executive level health management, workforce development, quality systems and accreditation, public health nursing and community development. Cathy has a particular interest in building capacity and capability in organisational governance and leadership along with helping develop high performing teams with positive, engaged team cultures.
Cathy has over 40 years' experience in the health sector, she is a Registered Nurse and Midwife and holds a BA Honours Degree (First Class). From 2001 to 2012 Cathy was the Chief Executive of Lakes DHB. From 1994-2000 Cathy was the Lakeland Health Director of Nursing and Midwifery. In 2019 Cathy completed the Harvard Macy – Monash University Short Course in Executive Leadership and Innovation in Health she also regularly attends the Australasian College of Health Service Management (ACHSM) Annual Congress and has been a Fellowship examiner.
Cathy is a Fellow of the College of Nurses Aotearoa and the College Censor; a Fellow of the ACHSM/NZ Institute of Health Management and a member of the NZIHM National Council; a Member of the NZ Institute of Directors. She is a former President of the Rotorua and Districts JP Association and a Judicial JP; she also Chairs the Rotorua District Presbyterian Church Community Facing Ministries Committee and is Co-Chair of the St Johns Church Building Committee.
